The files were assigned the prefix of "26" within the classified central registry system. Created with a security classification of "Confidential" or higher, these records form part of the Central Registry operations, but were maintained physically separate within the department, and therefore belong to a different filing system.

Office of the Transport Controller : In November 1939, a Transport Controller was established to coordinate the movement, on land and on water, of troops, naval forces, materials and supplies on behalf of the government and other Allied nations (P.C. 3677, 15 November 1939). The Transport Controller worked closely with the Department of National Defence's Directorate of Movement to ensure that war material was transported quickly and efficiently. The Office of the Transport Controller was also responsible for the movement and accommodation of the armed forces in transit.
