Commission to Review Salaries of Members of Parliament and Senators : Prior to 1975, Members of Parliament voted themselves pay increases, but, in that year, the Senate and the House of Commons Act was amended to provide for the establishment of an independent commission to be appointed after each federal election for that purpose (Senate and House of Commons Act, 23-24 Eliz. II, c. 44, 1975). The first such commission was appointed in 1979. The Commission to Review Salaries and Allowances of Members of Parliament and Senators established in 1980 (Order in Council PC 1274, 9 May 1980) named Cliff McIssac and Léon Balcer as co-chairmen. They were mandated to report on the annual sessional allowances payable to parliamentarians and report their findings to the Governor General in Council (the Cabinet).
