These images provide an overview of Stephen J. Harper's activities as Leader of the Official Opposition from November 2005 to January 2006, and as Prime Minister of Canada from February 2006 to November 2015.
Official photographs of Prime Ministers were traditionally taken to document their lives during their term of office and were primarily intended to be kept in the archives. However, the use of photographs has changed with the increasing use of the web and the advent of social media.
Therefore, in addition to saving the original photos taken that day and organizing them by event, Stephen J. Harper's official photographers had to provide content that could be shared online. They selected their favourite photos of the day, created a new version of these images in jpg format, added a caption to each one, and edited them with the Photoshop program. These images were then added to a database called PressRunner. While the official photographers created the content and prepared the images for distribution, how they were used was the sole responsibility of the Communication unit staff in the Prime Minister's Office (PMO) and the Privy Council Office (PCO). They used the PressRunner database to facilitate the distribution of these images.
In addition to the sharing of these photographs with the public, the 'best-of' photographs were used by PMO units to accomplish their functions and activities. In particular, photographs were used as research material for planning and executing announcements featuring the Prime Minister, cabinet ministers, and other public officials.
From the beginning of Stephen J. Harper's mandate in 2006, and continuing what had been started under Paul Martin in late 2004, photos were shared on the Prime Minister's website (www.pm.gc.ca) in a photo gallery. Between 2010 and 2013, a "photo of the day" was added to the homepage of the website and, in the last years of the mandate, the photos were widely used on the website.
These photos have also been published on various social media platforms, such as Facebook, Flickr and Twitter. Some of the images were also included in videos produced by the communications teams and shared online on YouTube, for example. Around 2008 or 2009, photographs also began to be attached to press releases or sent directly to the media.
Although the PressRunner database was not donated to Library and Archives Canada, all images associated with it were acquired. LAC staff extracted technical metadata and creator-added metadata from each photograph to support archival description. Extracted metadata includes, but is not limited to, captions written by the photographers, the name of the photographer who took the photographs, and the date and time the image was taken.
The archival team used the content of the photographers' captions to create an item-level description for each image in this sub-series. The captions were also used to assign a meaningful title to each photograph, since the original alphanumerical file title was automatically generated by the camera. The archival team included the photographers' captions in the scope and content note of each item-level archival description. Researchers should note that these captions were created by the photographers on the day the photographs were taken and sometimes contain a political and biased view of the event described.
Archivists have kept both the original images and the best versions of these images. The archival team made the decision to subdivide the images by month, thus imitating the structure created by the Official photographers for the original photograph sub-series. Please note that the time and date of the cameras were not adjusted for different time zones. On a few occasions, the time and date of new or recently repaired cameras were not set correctly.
