Advisory Committee on Water Use Policy : The Advisory Committee on Water Use Policy (ACWUP) was established by Cabinet Decision on 28 July 1955 and held its first meeting on 8 November 1955. The ACWUP succeeded the Interdepartmental Committee on Water-power Problems, when it was decided that the predecessor's mandate was too limited and that it was unable to advise the federal government properly on the broad use of water in Canada. A senior interdepartmental resource committee, the ACWUP was placed under the chairmanship of the Deputy Minister of the Department of Northern Affairs and National Resources. The mandate of the new committee was to "assist the Minister in the formulation of policies regarding water uses in Canada," and consisted of Deputy Ministers, or their representatives, from the Departments of Agriculture, Finance, Fisheries, Trade and Commerce, and Mines and Technical Surveys; committee meetings were also attended by the Under Secretary of State for External Affairs, the Secretary of the Cabinet, and on occasion, by the Chairman of the Canadian Section of the International Joint Commission. The Committee's secretariat was provided by the Department of Northern Affairs and National Resources (RG 89, Records of the Water Resources Branch, volume 340, file number 191-2, part 1, Privy Council Office, Record of Cabinet Decision, Meeting of July 28, 1955).
The committee remained with the Water Resources Branch when it was transferred to the Department of Energy, Mines and Resources in 1966 and its work was supported by members of the new department's Water Group's Policy and Planning Branch. The ACWUP was superseded in 1967-1968 by the Interdepartmental Committee on Water Programmes and its various sub-groups (Canada, Department of Energy, Mines and Resources, Annual Report, 1967-1968, p. 53).
