On January 1, 1967, Dr. Robert A. Armstrong was appointed the first Director-General of the Medical Care Program, responsible for the administratin of the Hospital Insurance and Diagnostic Services and the National Medical Care Insurance Acts. In February, 1970, Dr. Armstrong took on responsibility for Hospital Insurance and Diagnostic Services, the Health Resources Fund Program, the Health Grants Program, and the Health Facilities Design Division, and continued with these additional responsibilities until the departmental reorganization in 1971, when the Health Services Branch was renamed the Health Programs Branch and divided into 5 directorates. On 1 April 1973, the Hospital Insurance and Diagnostic Services and the Medical Care Directorates were amalgamated, and Dr. Armstrong became the Director General of Health Insurance. During 1978-1979, the Health Programs Branch was further re-organized into the Health Services and Promotion Branch, under which the Health Resources Directorate was given responsibility for the administration of both the HIDS Act and the Medical Care Act. The Directorate also began to work, primarily with the Red Cross, on the maintenance and improvement of a national blood program, including plasmapheresis.

The records in this accession are office files created by Dr. Armstrong while he was the Director General of Health Insurance and later, a medical advisor to the Bureau of Biologics for the phasmapheresis program. They consist mainly of copies of correspondence and memoranda, printed reports, statistics, briefing books prepared by Dr. Armstrong and his staff for the use of the Minister or other senior officials, copies of articles on hospital insurance and medicare, newspaper clippings, and files containing information on various private writing on these subjects, such as Malcolm A. Taylor, Robin Badgley, and Colin Brown. Also included are copies of the proceedings of the Advisory Committee on Hospital Insurance and Diagnostic Services (1957-1973), and a body of material relating to the examination of various Red Cross blood clinics to allow them to receive licenses under the Food and Drugs Act to manufacture blood plasma products.
