Deputy Postmaster General : Canada's first Deputy Postmaster General was Benjamin Franklin who was originally appointed to manage the mail service of the northern colonies of British North America in 1753. When Canada was ceded to Great Britain in 1763, Franklin arranged for the establishment of a postal service between the American colonies and Quebec, Trois-Rivières and Montreal.
Since the Post Office in Canada (and other British colonies) was an extension of the General Post Office (GPO) in Great Britain, the Deputy Postmasters General for the colonies in British North America were appointed by and received their instructions from London, independent of the government authorities in the provincial assemblies. The instructions included a directive that the postal service be expanded for profit and that the revenue collected be sent to the home treasury. After 1851, the expansion of the postal service was carried out in the name of the Postmaster General of Canada upon the authority of the Government of Canada. The person responsible for the expansion was the Deputy Postmaster General.
When the Province of Canada assumed control of the Post Office in 1851, the Office of the Deputy Postmaster General was temporarily abolished and replaced by a Secretary who was given most of the duties of the Deputy Postmaster General. The Office of the Deputy Postmaster General was reinstated in 1857 and continued until 1981, when the Post Office became a Crown Corporation.
