Omer (Narcisse Omer), 1859-1944 : Narcisse-Omer Côté entered the Department of the Interior in 1879. He was appointed Secretary to the Royal Commission investigating and adjudicating upon half-breed claims in 1885, and became a member of the Commission in 1887. In 1900, he was named Chairman of the Royal Commission appointed to deal with half-breed claims in the district of Saskatchewan and to report upon claims of scouts and others for their service during the North-West Rebellion of 1885.
