Accession consists of records created and/or maintained by Airport Group at Transport Canada headquarters. These records comprise four separate groups of records, including: 1) Legal records of the commercialization of Canada's National Airports, 2) Airport Security and Policing Program records, 3) Regional and Small Airports Study records, and 4) Miscellaneous records.
1)The legal records of the commercialization of Canada's National Airports include collections of a) the Agreement to Transfer, b) Schedules to the Agreement to Transfer, c) Pre-closing documents, and d) Other documents. The Agreement represents the primary legal documentation about the transfer, including the Bill of Sale and the Ground Lease. The Schedules inventory all of the related assets and responsibilities that are transferred as part of the sale, including for example employees, commercial leases, chattel, and so on. The Pre-closing documents represent all of the records provided by the new Airport Authorities to prove to Transport Canada that they have met all of the necessary conditions in order to meet their responsibilities upon transfer, such as information about employee insurance plans, legal opinions, and copies of certification and correspondence between the representatives of TC and the Airport Authorities. And finally, the Other documents represent background information about issues related to the commercialization, such as reports about the environment, finances, and business, as well as presentations, etc. The Airport Authorities with whom TC negotiated these transfers documented in this collection include: CALGARY AIRPORT AUTHORITY (CAA), EDMONTON REGIONAL AIRPORTS AUTHORITY (ERAA), AÉROPORTS DE MONTRÉAL (ADM), VANCOUVER INTERNATIONAL AIRPORT AUTHORITY (VIAA), AÉROPORT DE QUÉBEC INC., CHARLOTTETOWN AIRPORT AUTHORITY INC. (GIAAI), HALIFAX INTERNATIONAL AIRPORT AUTHORITY (HIAA), GREATER LONDON INTERNATIONAL AIRPORT AUTHORITY (GLIAA), GREATER MONCTON AIRPORT AUTHORITY INC. 2) Airport Security and Policing Program records include committee correspondence, an evaluation, and payment details for a funding program.
3) Regional and Small Airports Study records include data and reports primarily about Transport Canada airports by region.
4) Miscellaneous records relate to advice about Ground Leases and information about the a land transfer of the Aéroport de St-Jean to the Ville de St-Jean-sur-Richelieu.
The records related to privatization and airports studies document activities that are the direct result of Transport Canada's 1994 National Airports Policy, which followed the 1994 Budget calling on "Transport Canada to review the potential for commercialization of a number of its major activities."
