Series consists of records created or assembled by staff in the Office of the Prime Minister - Policy unit (PMO-Policy) between 2009 and 2015 (primarily 2011-2012).

According to internal training documents drafted in 2009, the policy unit was tasked with providing "information and advice on matters of national and international policy." While the information and advice provided by PMO-Policy was "considered by the Prime Minister and others to determine the best course(s) of action for the Government of Canada", these were "only two of many considerations taken into account when making determinations." PMO-Policy worked closely with other PMO units (particularly Issues Management), Ministries and the Privy Council Office (PCO) to find solutions to policy problems. Of note, memoranda drafted by PMO-Policy served as a counterpoint to the non-partisan advice on all subjects contained in PCO memoranda delivered daily to the Prime Minister.

The series comprises two sub-series. The "Cabinet Committees on Priorities and Planning (P&P) and National Security (CCNS)" sub-series contains memoranda for the Prime Minister on topics recently discussed or to be discussed at meetings of the Cabinet Committee on Priorities and Planning (P&P) and, to a lesser extent, the Cabinet Committee on National Security (CCNS). The "Legal Affairs and Policy" sub-series consists of records created or assembled by the Prime Minister's legal affairs advisers (principally Howard Anglin and Benjamin Perrin).
