This sub-series consists of correspondence, memo, reports, print and near-print material. The files deal with significant policy issues and subjects of importance to Canadian society, such as mental health and health in general, Senate reform, banking, and so on. Kirby was a proponent of technocratic / manager-based solutions to issues which adversely affected the social polity; thus, there are files here reflecting his interest in the training of good managers for efficient and effective public service. There are political files throughout this sub-series, reflecting his ongoing connection with the Liberal Party, both at the centre and in the provinces. And there is a significant reflection here of his work on a number of Senate committees.
