The accession consists of operational registry files which document the activities of the Comptroller General function as a separate Secretariat before 1993 in establishing policy, maintaining standards and reviewing departmental practices in regard to financial control, management accounting and reporting, budgeting and expenditure management, financial management information systems, program evaluation, internal audit and comprehensive audit techniques. The records include correspondence, reports, memoranda, and minutes. In his capacity of Comptroller General, the Secretary of the Treasury Board is responsible for formulating the formal response of the Government to Canada to the annual Report of the Auditor General. In general, the Treasury Board plays a policy making, regulatory and accountability role in relation to a wide scope of administrative activities associated with organizational comptrollership in a regime of delegated authority to all agencies and departments of the Federal Public Service. Many of the operational files in this accession derive from block 8057. This series is comprised of detailed program by program evaluations which, in conjunction with other accessions, will eventually provide a comprehensive analytical portrait of federal government programs circa 1980-1992, just before the massive program review innovations that began in 1993.
