The Yukon Territory Act of 1898 invested in the Commission power to license shops and saloons. This proved to be one of the largest sources of income for the territorial government. The application included an inspection report, usually prepared by a North-West Mounted Police Officer. The report describe the establishment [some include a rough sketch] and offer recommendations as to whether the license should be granted. A covering letter from the officer to the license inspector and receipts sent to the application by the inspector are also found on file. The applications are filed alphabetically by name of applicant and a listing is provided in the finding aid.
In addition to the application the end of this series contains miscellaneous document obtained by the Chief Inspector of Licenses. Subjects include drunkenness charges, and the illegal importation of liquor. There are also various certificates and declarations. These documents have been arranged by name of person or company involved.
The files in this series, in all likelihood, were part of the registry system. Over time these files have been reorganized on a subject basis so that the original registry numbers are no longer identifiable. A single file may contain individual documents stamped with six or more file numbers. It was decided to maintain the present subject arrangement and to incorporate loose correspondence and forms into these files. For reasons of simplicity, other closely related types of records were placed within the series. For example, collections of applications were placed with the subject files; bound volumes of copies of regulations and judgments were placed within the register index series.
