Clarke, William Hillary, 1933- : Bill Clarke was born on July 5 in Toronto. He was educated at Forest Hills Schools, Toronto, Ridley College, St. Catharines, St. George's School, Vancouver, and University of British Columbia. He qualified as a chartered accountant with Price Waterhouse & Co., Vancouver in 1956. A Progressive Conservative, he was elected to the House of Commons for Vancouver Quadra in 1972, and was re-elected in 1974, 1979 and 1980. He served as chairman of the House of Commons Standing Committee on Public Accounts, 1980-1983, and chairman of the Standing Committee on Finance, Trade and Economic Affairs during the 31st Parliament, 1979. He was chairman of the British Columbia Progressive Conservative Caucus, 1974-1983, vice-chairman of the Caucus Committee on Economic Development and Job Creation, and Caucus deputy spokesman on the Ministry of State for International Trade, 1983-1984.
Clarke studied French as an M.P., and was a member of the Executive Committee of the Canadian Branch of the Association Internationale des Parlementaires de Langue Française, 1978-1984, and a delegate to conferences of the Canada-France Interparliamentary Association, 1976-1984. He was also a delegate to meetings of the Commonwealth Parliamentary Association, 1973-1976, 1981; the International Consultation on National Security, Human Rights, Peace in Seoul, Korea, 1976; the United Nations Conference on Human Settlement (Habitat), 1976; and the North Atlantic Treaty Organization, 1975-1977.
Clarke was defeated in the election of 1984 by the then Prime Minister, John Turner.
