Fonds consists of subject files concerning various aspects of protocol, 1920-1964, 1.4 m; scrapbooks of mementos, 1920-1964.
Fonds also contains photographic materials relating to the visits, funerals and coronations of British and foreign royalty; other heads of state and heads of government; international conferences and agreements; interior and exterior views of the Parliament Buildings; various places in Canada; presentation of letters of Credence; Regimental colours; Queen's colours; the Highland Light Infantry; Privy Seal. Also included are group portraits of the staff of the Musketry School, and activities of W. Howard Measures as secretary to Rt. Hons. W.L. Mackenzie King and R.B. Bennett, and as the originator of Canada's diplomatic protocol service, and also depicting him in roles of other offices. Also incuded are portraits, many signed, of various heads of state and heads of government and other dignitaries, ca. 1927-1962. Two photographs, 1940, depict members of the Permanent Joint Board on Defence, Ottawa, Ontario, 26 August 1940. Also included are photographs of Prime Minister King and Prime Minister Churchill at No. 10 Downing St., London, England, August 21, 1941.
Measures, W. Howard, 1894-1985 : Howard Measures, public servant, was secretary to two Prime Ministers, R.B. Bennett and W.L. Mackenzie King. He originated Canada's diplomatic protocol service and was Chief of Protocol, Department of External Affairs and Director, Protocol Branch, Department of the Secretary of State.
