Fonds consists of five volumes of textual records. The first four volumes are arranged alphabetically by major subject area. Within each of these areas, the files are arranged chronologically. These subject areas are as follows: Canadian Flag Design, volume 1, 1945-1948, 1953-1954; Newfoundland Confederation, volumes 1-2, 1948-1950, 1954, 1959, 1976; Procedure of the House of Commons, volumes 2-3, 1947, 1951-1956; Tax on Publication of Canadian Editions of Foreign Magazines, volume 3, 1955-1957; Trans-Canada Gas Pipeline, volumes 3-4, 1955-1957; United Nations and Palestine, volume 4, 1947-1948. Volume 5 contains two original, prestige documents from volume two, files 10 and 11.

The fonds also contains original flag designs which were submitted to the Joint Committee of the Senate and House of Commons during its search for a suitable design for a national Canadian flag, 1945-1946; selected designs are by A.D. Flowers, Frank White, Ralph Reade, Mrs. W.J. Motheral and Colonel A.P. Duguid.

Harris, Walter Edward, 1904- : The Honourable Walter Edward Harris was born at Kimberley, Ontario on January 14, 1904. A lawyer by profession, Harris was first elected to the House of Commons in the general election of 1940, for Grey-Bruce. He was subsequently re-elected in the general elections of 1945, 1949 and 1953, serving under the Rt. Hons. W.L.M. King and Louis St-Laurent. Harris was defeated in the general election of 1957.

While serving under King, Harris held the post of Parliamentary Assistant to the Secretary of State for External Affairs, from October 30, 1947 to November 15, 1948. From the latter date until April 30, 1949 he served, under Louis St-Laurent, as Parliamentary Assistant to the Prime Minister.

Harris was appointed to the Privy Council on January 18, 1950 and served as the Minister of Citizenship and Immigration until June 30, 1954. From 12 June to 16 September 1953, Harris also took on the responsibilities of Acting Minister of Public Works and in November 1953, he became the House Leader for the 22nd Parliament. He was appointed Minister of Finance on 1 July 1954 and retained that position until the defeat of the government in the general election of June 21, 1957.

The Walter Harris fonds, donated to the National Archives on 23 December 1993, was created from five separate accessions received during that year. Prior to their receipt, the records were in the custody of the Hon. Walter Harris.
