Policy Sector : ISTC was formed largely with the merger of 2 departments, Regional Industrial Expansion and the Ministry of State for Science and Technology. The department is led by the Minister of Industry, Science and Technology, the Minister for Science and the Minister of State (Small Businesses and Tourism).

During 1990-91 at headquarters, the department was organised into 8 sectors: Science, Industry and Technology; Policy; Tourism; operations; Regional Development (Quebec); Aboriginal Economic Programs; and Finance, Personnel and administration.

The Policy Sector was responsible for leading policy development at ISTC and for contributing to the policy initiatives of other federal departments to improve the national business climate, and to promote international competitiveness and excellence in Canadian manufacturing and service industries. The Policy Sector provided strategic direction for the department and assumed the lead role on various federal initiatives.
