Wood delivers the opening statement on the Institute's year-end report of the major themes studied throughout the year. He discusses the prevalent theme of "growing insecurity" on the military front, in local regional conflicts, on the situation between the superpowers, and in the economic arena; the important need for a new coherent Canadian foreign policy approach; and Canada's increasing leadership role in the middle power alliance.
