News conference held by Bernard Wood, Director of the North-South Institute, and his colleagues Margaret Biggs and Roger Young, research officers in the area of trade and aid programs. Wood delivers the opening statement on the Institute's year-end report of the major themes studied throughout the year. He discusses the prevalent theme of "growing insecurity" on the military front, in local regional conflicts, on the situation between the superpowers, and in the economic arena; the important need for a new coherent Canadian foreign policy approach; and Canada's increasing leadership role in the middle power alliance. Questions are then fielded from assembled journalists on: a possible change in Canadian foreign policy in the event of a newly elected government; Canada's return to more effective multi-lateral relations and aid strategies and Canada's role with respect to the world banking crisis. <65mn>
