Cette série contient des dossiers concernant la période au cours de laquelle Roméo LeBlanc a été membre du Sénat canadien, de 1984 à 1992, et président du Sénat, de 1993 à 1995. La plupart des dossiers portent sur les réunions et les activités du Comité permanent de la régie interne, des budgets et de l'administration, dont Roméo LeBlanc était président, et qui s'occupait des finances et de l'administration du Sénat canadien. Cela englobe un certain nombre de dossiers du sous-comité des budgets, qui s'occupe du budget général du Sénat et du sous-comité des locaux et des installations, qui s'occupe principalement des locaux des sénateurs et des rénovations du Sénat, du Parlement et de la Bibliothèque du Parlement. Il y a aussi de nombreux dossiers qui portent sur le sous-comité de la classification et des salaires, le projet de reclassification des secrétaires des sénateurs, l'embauche du directeur des services et du directeur des services de sécurité, les dépenses et les demandes de remboursement des frais de déplacement internationaux des sénateurs, les demandes de conférences, ainsi que des dossiers portant sur le comité spécial des dépenses de recherche des sénateurs, qui s'occupe du budget consacré à l'embauche des chercheurs et des consultants.
D'autres dossiers portent sur la vérification exhaustive du Sénat menée au début des années 1990, la réforme du Sénat et le débat entourant l'imposition de la taxe sur les produits et services (TPS), le Comité sénatorial des affaires étrangères et la signature de l'Accord de libre-échange avec les États-Unis et l'Accord constitutionnel de 1987 (l'Accord du lac Meech). On trouve dans les dossiers quelques discours de Brian Mulroney et de Frank McKenna, ainsi que des présentations et des interventions de Jean Chrétien. On y retrouve également certaines réactions à l'Accord constitutionnel de la part des provinces, des premiers ministres et de différentes associations et organismes. Plusieurs dossiers portent également sur l'Assemblée internationale des parlementaires de langue française, le Comité mixte spécial sur le processus de modification de la Constitution du Canada, l'Opus Dei, les droits des femmes, les droits linguistiques des francophones, le secteur canadien de la pêche, les Acadiens du Nouveau-Brunswick et le Conseil de la radiodiffusion et des télécommunications canadiennes (CRTC).
Les dossiers de cette série sont constitués en grande partie de correspondance entre des membres du Sénat ou des membres des comités. On y trouve également quelques lettres et notes manuscrites rédigées par Roméo LeBlanc, particulièrement dans les dossiers du Comité de la régie interne, des budgets et de l'administration. Plusieurs dossiers contiennent des communiqués de presse, des rapports, des notes d'information, des brochures, des procès-verbaux des réunions des comités, des coupures de presse, des invitations et des allocutions ou discours prononcés par Roméo LeBlanc et d'autres représentants officiels.
