Jimmy Reardon is the head of a third generation West Coast Canadian crime family. He oversees a big criminal organization involved in the marijuana seed grow and smuggling operations around the province of British Columbia. The Vancouver-based multi-jurisdictional investigative organization, Organized Crime Unit (OCU), has been surveilling Jimmy who has a reason to strongly suspects that he and his operations are under radar. In the meantime, the Canadian Security Intelligence Service (CSIS) has received a mandate for the immediate development of a human asset network with the goal of becoming more influential in the national and global intelligence scene. As a result of this, the head of OCU, Mary Spencer, becomes seconded by the spy agency to recruit new informers. In order to land a top position with the CSIS, much at the dismay of Ted Altman, Mary's immediate assistant, Mary begins to collect OCU top informant files. Ted is of a belief that Mary and CSIS are stealing his best informants, but he also sees this as a great opportunity to get rid of her. At the same time, Ted, who is in charge of the Jimmy Reardon surveillance, uses an unorthodox tactics to nail Jimmy. Busting a big shot criminal like Reardon would bring Ted a nice promotion - all the way to the top of the OCU hierarchy. When a briefcase containing files with the names of the OCU's top informants is stolen from Ted's car, the intelligence agency's existence, the lives of the informants, and Ted's own position become threatened. As the top secret files end up in the hands of Jimmy Reardon, he decides to use them to negotiate with Mary to get immunity from a possible prosecution. While Mary agrees to accommodate Jimmy's demands, Ted double-crosses her, arranging with an informant to undermine the whole deal. <1h 32mn 21s>
