The Governing Council is responsible for the strategic direction of the SCC and makes all key decisions over corporate governance, SCC programming, and public policy on standardization. From 1971 to 1996 the Governing Council consisted of 57 appointed members which was made up of six federal representatives, ten provincial representatives, and forty-one nominated individuals from national associations. Appointments lasted for three years and meetings were held three times a year. In 1996, membership of the Council was reduced to 15 members and currently consists of a Chair, Vice-Chair, one federal representative, two members from the Provincial-Territorial Advisory Committee, and nine members from non-governmental organizations and the private sector.

A nine member Executive Committee is appointed by the Council members and consist of the President, Vice-President, the Provincial Representative, a Federal Representative designated by the Governor-in-Council and five other appointed members. The Executive Committee meets eight times a year and is responsible for any issues which arise between Council meetings.

This series consists of records created by the Governing Council and Executive Committee and maintained by the SCC's Secretariat Division of the Corporate Services Branch which is responsible for providing secretariat and governance policy support to the Governing Council and standing committees and also coordinates the corporate planning and reporting processes. It includes: minutes of executive committee and council meetings, SCC membership, SCC by-laws, records relating to and documenting decision-making processes, financial planning and budgets, and correspondence from the Chairman's and President's Offices.
