A coming-of-age film told through the eyes of an alcoholic alien who crashed his spaceship and is living in a small town in Northern Ontario. Phil befriends a young boy and a super intelligent beaver and quickly develops a drinking problem after realizing that everyone, including children, in the town drinks heavily and carries a gun. He becomes close to the local bar band after being surrounded by hunters, prostitutes, an ex-CIA operative, and other local misfits. Meanwhile, right wing radicals in the United States, sent by The General of the Top Secret American UFO Base, venture to Canada in fur coats to capture Phil after his presence is discovered. <85mn>
