In opening statements and responses to questions (in both English & French), Fortier identifies as major problems the quality of bilingual services; under-utilization of French as a language of work; and the low rate of anglophone participation in Quebec. Attributing these problems to the lack of forcefulness and accountability in existing policies, he points out the need for action from the private sector and provincial as well as federal governments.
