These unedited recordings consist of testimony recorded by the Cable Public Affairs Channel in Ottawa, Ontario. The regular schedule of proceedings resume on 9th September 1996, following an unanticipated phase of hearings concerning document tampering and destruction that unexpectedly seized the agenda from 24th April 1996 through 30th August 1996.~Evidentiary hearings on the in-theatre phase of the Somalia Mission, originally commenced on 1st April 1996, are resumed here. Proceedings begin with Ian Stauffer of Commission Counsel who presents an opening statement to introduce the new phase of hearings and outline the topics that will be discussed in the following months.~These topics, divided into six subject areas, include the mission and tasks of the Canadian Joint Forces Somalia (CJFS) and the suitability of the composition and organization of the CJFS for its mission and tasks; the manner in which the CJFS conducted its mission and tasks' in-theatre, and responded to the operation, disciplinary and administrative problems encountered; the extent to which the Rules of Engagement for CJFS were effectively interpreted, understood and applied at all levels of the Canadian Forces chain of command; the effectiveness of the decisions and actions taken by leaders at all levels including those in authority at National Defence Headquarters (NDHQ) when responding to the operational, disciplinary and administrative problems encountered during the deployment to Somalia; questions concerning of the reporting of problems and the passage of information within the CJFS itself, from CJFS headquarters in Moqdishu to Ottawa, and within NDHQ in Ottawa; and the appropriateness of professional values and attitudes as expressed through the words and actions of CJFS members, as well as racist comments and actions made by CJFS members during deployment.~Stauffer then lists the order of the next ten witnesses, the purposes for their testimony, and the subject areas to be covered through examination in chief. A number of documentation issues are also dealt with by John McManus of Commission Counsel.~Testimony is then provided by first witness, Lieutenant-Colonel Steve Moffatt, Serving Officer and former Major, Operations Officer for Operations Staff in Joint Headquarters (J3), Canadian Joint Force Somalia Headquarters (CJFS HQ) in Moqdishu. Questioning is conducted by Stauffer.~Subjects include Moffat's views on the preliminary involvement of the Canadians and American forces with regard to the understanding of the mission and its interpretation, manning problems due to restricted numbers of personnel in Moffat's headquarters, liaising with Ottawa, the battle group headquarters in Belet Huen, and the effectiveness of headquarters in Belet Huen. A map illustrating humanitarian relief sectors in Somalia provides supplementary evidence.~Discussion also surrounds the suitability of the composition and organization of the Canadian Joint Task Force Somalia for its mission and tasks, Rules of Engagement, the policy relating to the consumption of alcohol, the handling of detainees by Canadian forces, and allegations of racist comments made by Colonel Serge Labbé. Additional questioning is conducted by Justice Létourneau and Commissioner Peter Desbarats.
