CBC television news special about the presentation of the federal budget. While waiting for Finance Minister Allan MacEachen to begin his presentation of the budget in the House of Commons, Peter Mansbridge explains that the reporters who have been reviewing the budget documents are not allowed out of the room until the budget presentation begins so that there are no information leaks. Dian Cohen predicts that the budget will not mark a change in direction in federal economic policy and that there will be no assistance for home owners. She talks about wage controls, the value of the dollar, deficit reduction and changes in income tax indexing.~The scene cuts to a shot of MacEachen coming out of his office on his way to the Commons chamber. This is accompanied by voiceover of Mansbridge and Cohen about whether the budget will encourage foreign investment. MacEachen begins his budget speech. He talks about economic problems all over the world, the need to bring down inflation, increase productivity and limit public sector pay increases. The government proposes a reduction in interest rates for new home buyers and small businesses and will create new incentives for investment in Canadian corporations.~Among the other budget provisions announced by MacEachen are: reductions in pay increases to public sector workers, including cabinet ministers, members of the House of Commons, senators, deputy ministers, heads of Crown corporations and senior executives to six percent one year and five percent the next. The provinces need a similar plan and the Prime Minister will meet with them to discuss it. Other elements of the budget include: the retention of full indexing of pensions for the elderly and veterans; an increase in the child tax credit; price restraints on government-regulated companies; changes to income tax; help for small business; assistance to farmers; and plans to promote economic development.~Following the speech, Mansbridge gives a summary of it and discusses the key points with CBC reporter Mike Duffy. Duffy talks about the six and five percent wage restraint program; indexing, price restraints, job creation, help for home buyers and small business and interest deductability. Progressive Conservative Party finance critic Michael Wilson and New Democratic Party leader Ed Broadbent criticize the budget. Mansbridge, Duffy, Cohen and Sidney Goldstein further analyze the components of the budget and whether the budget will be effective. Among the key points they raise are high interest rates and the high cost of production. Joe Clark criticizes the budget, stating that the public sector wage freeze is just about the only thing right about the budget. Larry Stout interviews Jim Bennett of the Canadian Federation of Independent Business, Roy Phillips of the Canadian Manufacturers Association, and Ray Buxton of the Canadian Real Estate Board. Dennis McDermott, President of the Canadian Labour Congress, criticizes the budget. Don Newman talks with Don Johnston and Paul Cosgrove. Mansbridge and Cohen discuss the investment climate. Stout interviews Barbara Shand of the Consumers Association of Canada, Wayne Penny, Clarkson Gordon, and Sam Hughes of the Canadian Chamber of Commerce. Mansbridge and Goldstein discuss taxes. Duffy states that the budget is a compromise and the best MacEachen can do. Mansbridge signs off.
