The fonds contains photocopies on French postal rates, postal covers, transantlantic mail and postal markings mostly related to France from the 19th and 20th centuries. Among principal files: some correspondence with Martin F. Sempien on postal markings, a study on French mail accountancy marks, a paper on 150 ans d'histoire postale des anciennes colonies françaises, 1760-1860 Saint-Pierre et Miquelon by Maurice Jamet and translated by Rosemarie Maresh in July 1981, and a paper on Unpaid letter mail from Central/South America into the GPU/UPU (General Postal Union). Two newsletters for collectors on Red Cross stamps and a catalogue of Michael Jackson Ltd complete the textual records. The fonds contains few originals.

The fonds contains also a block of 4 postage stamps of the Frontenac 8 cents in a souvenir folder issued on the occasion of TOPEX 1972, the 21st annual convention of the American Topical Association.

Toms, Maggie, 1910- : Margaret (Maggie) Toms was born Margaret Wheeler Hill on May 18, 1910 in Brooklyn New York. She trained to be a registered nurse, and in 1942 served as a volunteer with the Grenfell Medical Mission at St. Anthony, Newfoundland. There she met and later married Eric Toms, a Newfoundland ranger.

Her interest in French maritime mail stemmed from her husband's background. His ancestors came from England and settled at La Scie on the French shore of Newfoundland. During the 19th century, France had privileges to fish for cod along the coast, and captains of the French fishing vessels would write back to France reporting the progress of the fishery. These covers and marks show many interesting postal history.
