Series consists of documents created and collected during the course of various studies and projects carried out under the auspices of the Science Council. Major studies made up the bulk of the Science Council's work, usually taking three years to complete. A committee of council members and outside experts was appointed to guide the work for each study. Other people with special knowledge of the files were invited to participate in some of the committee meetings, thus expanding the range of sources and opinions contributing to the studies. Often, the Council obtained the services of appropriate personnel from the private sector, various levels of government, universities, and research institutes. The end product of such studies was often published-sometimes as a report under "Reports" (also known as the "Red Series"), sometimes as a special study or background study ("Green Series"), sometimes otherwise.

This series includes records collected in the development of all reports and studies published by the Science Council in the 1960s and early 1970s; the thematic range of records included in the series relating to reports and studies pursued by the Science Council in its later years may not be as exhaustive.

The study and program files in the series are organized by theme or published report/study. Nevertheless, only a few sub-series have been created to date - the remaining records have been grouped in the Project files sub-series.
