Sub-sub-series consists of Classification Manuals created by the Pay and Standards Branch of the Civil Service Commission before 1967 and a set of arranged memoranda related to classification revision in anticipation of the introduction of collective bargaining in the Public Service. Up until that time, the Civil Service Commission was responsible for the classification of all Public Service positions. Subsequently, the Treasury Board Secretariat absorbed the entire classification function. The Director of the Classification Policy Group within the Bureau of Classification Group was J.D. Love, a senior Treasury Board official. The manuals in this sub-sub-series are comprehensive and they document the functions covered by a given classification, exclusions and limitations, factors determining levels, sources of recruitment, limits of promotion and transfer. For specific levels, the manuals detail duties, responsibilities, character of supervision required, qualifications and model descriptions of duties and qualifications for the purpose of advertising a position.

The 109 arranged memoranda on classification revision were created by the Bureau of Classification Revision. The memoranda provide interim proposals for reclassification, definitions and standards for occupational categories and groups, policy reviews of a general nature, and rationales for each proposal.

Most of the surviving records of these interrelated activities have come via the successor bodies who inherited often radically transformed functions after 1967, the Public Service Commission, the Treasury Board Secretariat, and the Public Service Staff Relations Board.
