Sub-series consists of conciliation and arbitration files created and/or maintained by the Federal Mediation and Conciliation Services Branch and its predecessors. Under Order in Council PC 1003 of 1944 and the Industrial Relations and Disputes Investigation Act of 1948, the Department's responsibilities in the areas of conciliation and arbitration were extended and made more precise. These files deal with all aspects of those industrial disputes in which the Department was concerned or became involved in the processes of conciliation and arbitration. The records consist of four types of files: requests for appointment of conciliation officer; requests for appointment of conciliation board; complaints of failure to bargain; and, appointment of industrial inquiry commission. Under the legislation either the employer or the bargaining agent in industries under federal jurisdiction might apply for the department's help in a given dispute or the parties might agree together to make such application. Where a conciliation officer was appointed or a conciliation board constituted (or an industrial inquiry commission set up) the file will normally contain a copy of the final report with supporting documentation. These records contain, then, material pertinent to a very large number of important labour disputes occurring in Canada since 1944.
