Canada. Dept. of External Affairs. Consular Division : The Consular Division was created in January 1947 as part of a reorganization of the Diplomatic Division. The Passport Section of the Consular Division included the Passport Office and handled the issuance of passports and visas and the revision of passport regulations. The General Section of the Consular Division was responsible for citizenship and immigration matters and for the preparation of regulations relating to Canadian consular affairs. The Department has throughout its existence compiled and sent to posts abroad a continuing series of manuals and regulations. This information was intended to instruct foreign service officers on the various laws and regulations they would be expected to administrate at their posts. In 1962 a separate division was created to handle the work of the Passport Office.
