Sub-series consists of files arranged in numerical order with a subject heading. The correspondence has been divided in five parts. Part one, Incoming - Outgoing Correspondence, documents the sale of Canadair Limited to Bombardier Inc.; Privatization of TeleGlobe Canada and the merger of Eldorado Nuclear Ltd. with the Saskatchewan Mining Developments Corporation. Part two, Political, documents the future of the British Columbia Business Centre; Economic Council of Canada and the Business Council on National Issues. Part three, Support for Assistance, documents support to business ventures; Funding for the relocation of the Arts, Science Technology Centre to the Expo Centre; Vacation of the Canadian Space Agency; Funding for the Canadian Federation of Biological Societies; Removal of restrictions of the Criminal Code to allow Canadian Companies to sell automatic weapons to Canadian approved foreign governments; and the Northern Accord for oil and gas revenue sharing.

Part four, Free Trade Negotiations, includes correspondence between McDougall and Pat Carney, Minister of International Trade and other Cabinet Ministers, provincial politicians and business owners. Part five, Finance, documents Tax reforms and reactions and recommendations submitted to McDougall by various business organizations; Treasury Board Secretarial; correspondence between McDougall and Carney concerning financial support of Bombardier's export sales of the Challenger aircraft and the sale of Canadair.
