Fonds consists of diaries outlining Winter's British army service in England and Egypt, 1880-1883, and reminiscences of his Northwest Rebellion service and selected pages from his scrapbook, 1889-1942.

Also included is photographic material depicting personnel of Ottawa Sharpshooters, Winnipeg, Manitoba, 8 April 1885; photograph by W.J. Topley of Captain P.B. Taylor, Governor General's Foot Guards, Ottawa, Ontario, 1891; photograph by E. Peters of officers including A.J. Boyd, A.E. Carpenter and C.F. Winter en route to South Africa to join the Royal Canadian Regiment.

Winter, Charles F. (Charles Francis), 1863-1946 : Charles Francis Winter, militia officer, was born in 1863 at Montreal, Que., and moved to Prescott, Ontario, with his parents in 1866 and there received his public and high school education. In 1880 he journeyed to England and joined the 1st Battalion, 7th Royal Fusiliers. He served for three years in England and Egypt, seeing action at Kassassin and Tel-El-Kebir.

He returned to Canada in 1883 and joined the Governor General's Foot Guards at Ottawa and served as colour-sergeant with the Guards Company of Sharpshooters in the Northwest Rebellion.

Charles Winter served in the South African War as an officer with the Royal Canadian Regiment, 1899-1900. Promoted major in 1900, he was transferred to the Canadian Permanent Staff in 1907. In 1913 he was promoted Lieutenant-Colonel and appointed Military Secretary, Headquarters, an appointment he held until 1917. He retired in 1921 with the rank of Brigadier-General. He was the author of Sir Sam Hughes Canada's War Minister 1911-1916 (1931). He died at Ottawa in October, 1946.
