Fonds consists of records pertaining to the career of John Starnes with the Department of External Affairs and the Royal Canadian Mounted Police Security, as well as his participation in Royal Commissions. His career as a writer and other interests are also documented.

Fonds also consists of two photographic and 1 hand drawn portrait of Starnes.

Starnes, John, 1918-2014 : John Kennett Starnes was born in Montreal in 1918. He received his early education in Montreal and in Port Hope, Ontario, prior to attending the Institute Sillig, Switzerland, the University of Munich and Bishop's University. After completing his B.A. at Bishop's in 1939, Starnes joined the Black Watch of Canada. He served during World War II with the Black Watch, the Canadian Intelligence Corps, 1941, the Canadian War Staff College, 1942, and the 21 Army Group Headquarters in the United Kingdom until his discharge with the rank of Captain in 1944.

Following his discharge, Starnes entered the Public Service as a Third Secretary in the Department of External Affairs. He served with the Canadian Legation to Allied Governments in London 1944-1945; in Ottawa, 1945-1948; as Advisor to the Canadian Delegation to the United Nations, 1948-1950; in Ottawa, 1950-1953; as Counsellor in the Canadian Embassy at Bonn, 1953-1956; as Deputy Executive Secretary to the North Atlantic Council in Paris, 1956-1958; as Acting Assistant Under-Secretary of State for External Affairs, 1962; as Ambassador to the Federal Republic of Germany and Head of the Canadian Military Mission in Berlin, 1962-1966 and as Assistant Under-Secretary of State for External Affairs, 1967-1970.

Starnes left the Department of External Affairs in 1970 to assume the duties of Director General, Security and Intelligence Directorate, Royal Canadian Mounted Police and he held that position until his retirement in 1973. Since that time, Starnes has undertaken various contracts for the Federal Government and has published three novels and numerous short articles.
