Commission to Investigate Alleged Ill-treatment of the Men of the Canadian Expeditionary Force while on Board the Transport Northland on Her Voyage from Liverpool to Halifax (Canada) : The Commission to Investigate Alleged Ill-treatment of the Men of the Canadian Expeditionary Force While on Board the Transport "Northland" on Her Voyage from Liverpool To Halifax was established under Order in Council P.C. 3210, 2 January 1919, under Part I of the Inquiries Act (R.S.C., 1906, c.104) and on the recommendation of the acting Prime Minister. The Commission was mandated to inquire into and report on the treatment of the men of the Canadian Expeditionary Force while on board the transport "Northland" on her voyage from Liverpool to Halifax recently completed and as to conditions generally on the said transport affecting the health and comfort of the men. The Commissioner was Frank Egerton Hodgins.

The inquiry concerning the transport S.S. NORTHLAND was brought about because of newspaper reports alleging ill-treatment of men of the Canadian Expeditionary Force on their return from Europe on board this vessel. The S.S. NORTHLAND (formerly the ZEELAND) sailed from Liverpool on 15 December 1918 carrying 209 passengers in first and second class, and 882 passengers in third class, including some civilians. After a rather difficult voyage because of rough seas, the ship arrived in Halifax harbour on Christmas morning 1918. There was a suspected case of smallpox on board, and the passengers were not allowed to disembark until the following day. On 31 December 1918, the acting Prime Minister of Canada, William Thomas White, concerned about adverse press comments on the treatment of the men on board the NORTHLAND, appointed a public inquiry to investigate and report on this matter. The commission's report, dated 25 January 1919, was tabled in the House of Commons on 28 February 1919, Sessional Paper No. 78, 1919. It was not printed, but an untitled copy, 13 leaves, is available in the records of this Commission. Researchers may view a microfiche copy of this report by consulting finding aid 33-1, Henderson # 224.
