The textual records comprise general correspondence; finances; personal correspondence, notes cards and printed material; Canadian Welfare Council correspondence and reports; Church of England in Canada; Report on Unemployment Relief in Western Canada; National Employment Commission; Canadian Institute of International Affairs; Dawn of Ampler Life correspondence and manuscripts; Reports to Ontario Government; Alberta Welfare Study; miscellaneous organizations; manuscripts; cities of Canada; Historical Research on Ottawa Valley; printed material; and clippings and scrapbooks.
Photographs, postcards, posters, drawings, and cartoons document Charlotte Whitton's political career, travels in Europe, and life in Ottawa; including, a colour transparency of a portrait painting of Charlotte Whitton, a best wishes card for the portrait painting, and a copy of the dedication speech for the painting. The portrait is by Robert Hyndman and was commissioned by the Council of the City of Ottawa. In addition, the fonds contains sound recordings of speeches and interviews given by Charlotte Whitton, 1948-1956; and films depicting Whitton at the 1955 International Plowing Match, and scenes shot at her cottage at McGregor Lake, 1946.
In addition, the fonds holds maps, drawings and plans, related primarily to the city of Ottawa and its environs and documenting Charlotte Whitton's involvement in municipal politics (1950-1956 and 1960-1972). Included are annotated maps of federal electoral district of Ottawa West, former city hall site plans and plans documenting the creation of the Ottawa River Parkways as well as recommendations for the future of the Byward Market area. Many maps document the expansion of the city of Ottawa in the 1950s and the connections between the city and the National Capital Commission. Also included are maps of the Renfrew (Ontario) area, road and railway maps of Canada, Great Britain, France, National Geographic Society maps along with tourist maps of Israel, Germany and the United States. There are 16 architectural drawings of an unidentified private residence as well as technical drawings pertaining to the widening of Carling Avenue at the Ottawa Civic Hospital campus site. There are drawings of the layout of various Canadian Pacific trans-Atlantic liners, including the Empress of Scotland, the Duchess of Atholl, the Duchess of Bedford, the Duchess of York and the Duchess of Richmond. Fonds also consists of 5 architectural drawings of a residence designed for Charlotte Whitton by Norman M. Moffatt, architect in 1939.Provenance :Biographie/Histoire administrative :Whitton, Charlotte, 1896-1975 : Charlotte Whitton, social worker, author, politician, was born in Renfrew and attended Queen's University, 1914-1918, winning medals for English, history and pedagogy. Whitton joined the Social Service of Canada in Toronto as assistant secretary and co-editor of Social Welfare, and then worked as private secretary to Thomas Low, Minister of Trade and Commerce, 1922. Whitton became the first fulltime director of the Canadian Council on Child Welfare in 1926. In the capacity of welfare consultant she investigated unemployment relief in Western Canada, 1932, for the Bennett government and advised the National Employment Commission, 1937. She resigned her post with the Council in late 1941 to take up writing, lecturing and consulting.
Whitton undertook several studies on social welfare in the 1940s: a report on social services for all Canadians, The Dawn of Ampler Life (1943), prepared for the federal Conservative leader, John Bracken; two studies for the Ontario government on welfare administration and the treatment of delinquent girls (1944); and a critique of the adoption procedures of the Alberta Welfare Commission at the request of the provincial I.O.D.E. (1947). Whitton also facilitated the evacuation of British children to Canada during the Second World War; wrote articles for several periodicals and newspapers; and published a book on the Ottawa Valley lumber industry - A Hundred Years A-Fellin' (1943).
Whitton was elected Controller on Ottawa City Council in 1950, and became the first female mayor of a Canadian city in 1951. Whitton won two more terms in 1952 and 1954. She ran unsuccessfully in the federal riding of Ottawa West as a Progressive Conservative candidate. She returned as Mayor in 1960 and 1962 but was defeated in 1964. Whitton became the alderman from Capital Ward in the 1966 election and subsequently was re-elected until she resigned in 1972.
