The Clerk of the Crown in Chancery was a Crown appointee, whose office was primarily concerned with Dominion elections and by-elections. It was the Clerk, who issued any writs of Election and proclamations, to summon or dissolve Parliament and who was responsible for the collection and safekeeping of all Dominion election documents.
At the time of Confederation and up until 1920, the federal government did not compile its own voters lists but, rather, it chose to adopt provincial lists.
