Bruce Thomas, tenants' association lawyer, and Richard Steacy, author and real estate agent, discuss legal and economic inequities between tenants and landlords under the existing Landlord-Tenant Act. In footage of pre-taped interviews, Al Borovoy, Civil Liberties Association; Andre Beckerman, Canadian Union of Public Employees and Leon Kumove, social planning consultant, point out the need for legislation that will give legal status to tenants' organizations.
