Fonds consists of correspondence, primarily of a souvenir nature, n.d, 1924-1963, .025 cm; addresses and articles written by Bengough in his capacity as president of the Trades and Labor Congress of Canada, 1934-1954, 25 cm; subject files on the International Labour Office, British Columbia Health Insurance Commission, and Trades and Labor Congress of Canada, 1933-1954. 3.75 cm; miscellaneous material, 1921-1964 2.75cm; and scrapbooks, 1907, 1917-1959, 18 cm.

Also included are photographs, 1928-1954, depicting annual meetings and conventions of the Trades and Labor Congress, American Federation of Labor, and of the International Labour Congress, as well as the activities of Percy Bengough.

Bengough, Percy, 1883-1972 : Percy Bengough, engineer, trade-unionist, labour leader, apprenticed as a machinist in his native London, England. He immigrated to Canada in 1905, resumed his trade in Vancouver and held several offices with the International Association of Machinists. From 1921 to 1942 He was secretary of the Vancouver Trades and Labour Council. From 1931 to 1942 he served as vice-president of the Trades and Labour Congress of Canada, and from 1943 to 1954 served as president. In 1949 he helped found the International Confederation of Free Trade Unions. He was awarded CBE for service on several government advisory committees.
