A 12-year-old boy named Tommy Prior terrorizes the community of Pigeon Inlet, Newfoundland, playing practical jokes and troubling the old ladies. Property is damaged. Gardens are trampled. The townsfolk call him a pilgarlic because of his mischief-making. At a town council meeting, the villagers demand that something be done. Tommy Prior should be punished. According to Sarah Skimple, a victim of the latest prank, reform school is the perfect place for scamps and rascals. During the meeting, Tommy climbs onto the roof, armed with a thick piece of sod. He stuffs it into the top of the chimney, forcing smoke from the wood-burning stove back into the meeting room. He slips while climbing down and hits an electrical wire, causing a blackout. The next day, outraged villagers accuse Tommy of trying to burn down the lodge. Eli, an understanding neighbour, defends Tommy. Mrs. Prior begs her son to do something to prove he is not completely evil. Tommy's sudden interest in reform makes the people of Pigeon Inlet highly suspicious. The story is based on the works of the late Newfoundland humorist Ted Russell. <30mn>
