This consists of a variety of individual film segments prepared for a program in the weekly half-hour CJOH-produced series HOUSE ON THE HILL, about federal politics and the operation of the House of Commons and the Senate. These segments do not constitute complete programs as broadcast and include a mixture of edited and unedited footage at various pre-production stages. Progressive Conservative Member of Parliament James McGrath comments on Canada-U.S. relations, with particular reference to the fishing industry. He states that Canada should know more about what goes on in Congress and have some means of counteracting the powerful New England fish lobby, of which Senator Edward Kennedy is a member. McGrath says Ireland has more influence on Capitol Hill than does Canada. He says Canadian parliamentarians need to take the Canada-U.S. interparliamentary group more seriously and that U.S. politicians treat the regular visits of Canadian politicians to washington and American politicians to Ottawa as junkets. McGrath says the American politicians look down on Canadians and forget about Canadian concerns when they return to Washington. He complains that the Canadian government, and External Affairs Minister Mark MacGuigan in particular, do not understand the American political process and how Canada-U.S. treaties are ratified by the legislative branch before the executive branch can approve them. This is a reference to a comment by MacGuigan that the U.S. government should get approval for treaties before negotiating with Canada. McGrath states that Canadians know more about the U.S. than American know about Canada, but Canadian politicians do not deal with the reality of the American system. Canada could use the interparliamentary association to further Canadian interests but McGrath says he is ofended by the American attitude to Canada and would be "loathe to participate in another interparliamentary meeting".
