Sub-series consists of electronic records documenting the appointment process of provincial Lieutenant Governors and Territorial Commissioners --- officials appointed by the Governor-in-Council on advice of the Prime Minister to serve a five-year term as that province or territory's vice-regal representative. To assist with the appointment of Lieutenant Governors and Territorial Commissioners, the Prime Minister established the Advisory Committee for Vice-Regal Appointments in November 2012. Committee membership was non-partisan, and consisted of a chairperson (the Canadian Secretary to the Queen), a Francophone and an Anglophone federal delegate, and two additional members from the relevant province or territory, as well as an observer from the Office of the Prime Minister (PMO). The committee undertook consultations and produced a shortlist of candidates. Their recommendations to the Prime Minister were non-binding. The committee built upon the Ad Hoc Advisory Committee that aided with the Prime Minister's recommendation of David Johnston as Canada's Governor General.
The sub-series is comprised of folders for each province and territory and another folder titled "General". These show the process of PMO Appointments staff in collecting recommendations from caucus, working with Advisory Committee members, speaking with candidates, and making appointment recommendations to the Prime Minister.
The sub-series includes the following material pertaining to the Advisory Committee: tables of names recommended for the committee, biographies, CVs, backgrounders, releases announcing the committee and membership, prepared questions and answers about the committee and selection process, procedural documents, candidate lists, and general profiles on top candidates and recommendations for appointment. The sub-series also includes the following material pertaining to candidates: letters of interest, letters of recommendation from members of caucus, CVs, biographies, and signed forms.
The sub-series includes the following material pertaining to PMO Appointments staff: guidelines, procedural documents, information about the Lieutenant Governor or Territorial Commissioner's position, research documents, lists of candidates (including those sent by provincial governments, caucus, and ministers), spreadsheets, contact information, research profiles, questions and topics for phone calls with candidates, media scans, conflict of interest and ethical guidelines, memos to the Prime Minister, lists of relevant memos to the Prime Minister, recommendations on appointments, backgrounders, and press releases announcing new appointments.
Sub-series consists of fourteen (14) folders: one for each province and territory, and one titled "General."
