A panel session at the health care summit, “Saving Medicare: Strategies and Solutions,” held by the Canadian Independent Medical Clinics Association (CIMCA). The summit was held in Vancouver on November 11-12, 2005. It explored the social, legal, political, fiscal and economic implications of the Supreme Court decision in the Chaoulli-Zeliotis appeal, in both Quebec and other provinces, and aimed to develop a practical blueprint for health care reform in Canada. This panel is titled “The Senate Committee Report and Beyond,” and is moderated by Dr. William Orovan, with the Department of Surgery at McMaster University. The first speaker is Liberal Senator Michael Kirby, from Nova Scotia, who discusses the political implications, policy implications, and implications for privately owned facilities of the Chaoulli case outcome. He concludes that the next step in the evolution of the Canadian health care system should be the aggressive outsourcing of elective services by regional health authorities to clinics, no matter who owns them; coupled with the introduction of an appropriate regulatory regime focused on service quality, patient safety and outcome tracking; but with maintaining the single payer model for medically necessary services. Without these changes, he asserts, the Chaoulli decision will result in a parallel privately funded health care system. The second speaker is Charles Auld, a British health care expert, who outlines the history and trends of the United Kingdom's National Health Service, particularly where public/private relationships are concerned, and makes some recommendations for Canada. The third speaker is Johan Hjertqvist, President of Health Consumer Powerhouse, who shares insights about what happened with European health care reform. He says that the centrepiece of reform should be patient/consumer perspective and perception, because in order for the partnership between patients and health care providers to be successful, it is important for the patient/consumer to be active and informed. He suggests that it is a golden opportunity for Canada to reform health care without abandoning the essential key elements that Canadians value. <104mn>
