Chief of the Defence Staff for Canadian Forces, General Rick Hillier, gives Carleton University's annual Dick, Ruth and Judy Bell Lecture. His speech, “Canada's Military in a Dangerous New World,” examines the challenges and opportunities facing Canada's military in the twenty-first century. He addresses seven points in his lecture, the first of which is “the threat has changed.” The type of threat Canada faces has changed dramatically in recent years, and the Canadian Forces must adapt to the new circumstances. His second point, tied to the first, is “the security dynamic in the world has changed.” Canadian soldiers will now be involved in conducting operations in the centres of major cities, such as Kabul, Afghanistan, and will have to understand that although there are threats, the majority of the population in these areas will look to them with hope. They will need to act accordingly to maintain this. Gen. Hillier's third point is “Canada as it is viewed by international citizens has an exceptional society and country.” Because Canada is exceptional, it has a responsibility to take a leadership role and give help where it is needed. The fourth point is “it's all about security.” Security has three aspects: psychological security, or hope, the absence of war, or short-term security, and real, sustainable security. The fifth point is “domestic is our no-fail business,” meaning that the Canadian Forces must be prepared to be able to help Canadians in Canada when, for example, natural disaster strikes. A radical reshaping of the Forces is needed to be able to do that. To explain his sixth point, “interests vs. values,” Gen. Hillier says that before the September 11, 2001 terrorist attacks, when Canada deployed its Forces, it was mostly because of national values, rather than having a national interest in preventing a danger to Canada itself. Since the attacks, that has changed. Finally, Gen. Hillier discusses his seventh point, “people,” and emphasizes that people must always be more important than technology. He takes questions from the audience following his speech. <58mn 30s>
