The files in this sub-series use the same subject file classification system as the one used by Allan J. MacEachen's Office since the late-1960s.

File block 10 (Information Services) contains files on Ministerial biographies, appearances by the Minister on radio and TV and speeches.

File block 20-1 (Federal Departments and Agencies) contains a full run of files, from the Department of Agriculture to the Treasury Board, and file block 20-2 (Acts and Bills), emphasizes legislation on banks, taxes and financial management.

File block 30 (Federal-Provincial Relations) includes files on Canada Community Developments projects and Canada Works, Young Canada Works project files and files on grants and loans.

File block 50 (President of the Privy Council Operations) comprises files relating to the Liberal Party caucus, House of Commons committees, the legislative agenda and Parliamentary associations.

File block 60 (Personal) includes invitations to the Minister, files on visits by the Minister, dating from 1969, and visits by constituents, dating from 1970.

File block 70 (Constituency) is composed of files relating to interest rates, abortion, large numbers of complaints made to, or forwarded to MacEachen, and files on pensions, welfare payments, the budget and fiscal policy, all in terms of impact on Nova Scotia and Nova Scotians.

There is a small number of files in file block 80 (Political Matters), mostly having to do with MacEachen's home riding of Cape Breton Highlands-Canso.

File block 90 (Elections) contains information on 1979 election expenses.

The files in this sub-series form part of a larger block of coded files that have been arranged into three sub-series, largely on the basis of when and with what other files were transferred by MacEachen to Library and Archives Canada. In fact, the coded subject files in Series V, President of the Privy Council, Sub-series 1, Privy Council Coded Files in Ministry of Finance File Jackets, volumes 404-429, Sub-Series 2, President of the Privy Council Coded Files, volumes 430-679 and the files in this sub-series are all part of the same file classification system. Why these files have been attached to the arrangement structure for the Minister of Finance relates not to the date range, for the files in this sub-series very often pre-date MacEachen's appointment as Minster of Finance in 1980, but rather to the fact that the overall content reflects the functions and subjects associated with his responsibilities as Minister of Finance. The important point here, however, for the researcher is that the coded subject files in all three series are complementary to each other, there is no duplication to speak of, and taken all together essentially represent a single integrated file classification in use by the Minister from the late 1960s to the early 1980s.

The sub-series, notwithstanding the qualifications noted above, has been retained as it was organized by MacEachen's Office and is structured by ascending coded file number.
