Binnie, William Ian Corneil : William Ian Corneil Binnie est né le 14 avril 1939 à Montréal (Québec). Il fréquente le collège Trinity, avant d'obtenir un baccalauréat ès arts de l'Université McGill en 1960 ainsi qu'un baccalauréat en droit (1963) et une maîtrise en droit (1988) de l'Université Cambridge. En 1965, il obtient un baccalauréat en droit de l'Université de Toronto.
M. Binnie est reçu au Barreau anglais en 1966, au Barreau de l'Ontario en 1967 et au Barreau du territoire du Yukon en 1986. Il est admis à l'exercice du droit devant la Cour internationale de Justice en 1984. Il est appelé à plaider un peu partout au Canada, pour les barreaux de la Colombie-Britannique, de l'Alberta, de la Saskatchewan, du Manitoba et de Terre-Neuve.
M. Binnie entame sa carrière en droit des litiges en 1967, à titre de membre de l'étude Wright & McTaggart, puis au sein des cabinets qui remplacent l'étude; il y restera jusqu'à sa nomination comme sous-ministre adjoint à Justice Canada, en 1982. En 1986, il réintègre le secteur privé en tant qu'associé principal au cabinet McCarthy Tétrault. Le 8 janvier 1998, il est nommé à la Cour suprême du Canada, directement du Barreau (un type de nomination extrêmement rare depuis le milieu du 20e siècle).
Au moment de sa nomination à la Cour suprême, M. Binnie est considéré comme l'un des meilleurs avocats plaidants au pays. Il possède déjà une vaste expérience à l'échelle internationale : il a été conseiller juridique du gouvernement de la Tanzanie (1970-1971), avocat-conseil pour le Canada devant la Cour internationale de Justice à La Haye lors du litige relatif à l'affaire du golfe du Maine opposant le Canada et les États-Unis (1984), et avocat-conseil pour le Canada devant un tribunal international lors du différend opposant le Canada et la France relativement au tracé des limites maritimes de Saint-Pierre et Miquelon (1991). Au Canada, il est nommé conseiller parlementaire spécial du Comité spécial mixte du Sénat et de la Chambre des communes chargé d'examiner l'Accord du lac Meech (1990). Il agit comme conseiller du gouvernement de Terre-Neuve au sujet des modifications constitutionnelles à apporter aux Conditions de l'union de Terre-Neuve au Canada. Il est avocat plaidant devant la Cour suprême du Canada dans de nombreuses affaires de grande portée en matière constitutionnelle, civile et, à l'occasion, criminelle.
M. Binnie est également conférencier dans diverses facultés de droit ainsi que pour des associations d'avocats. Il est nommé conseiller de la reine (Ontario) en 1979, puis membre de l'American College of Trial Lawyers en 1993. Il devient commissaire de la Commission internationale de juristes en 2003. Il est colonel honoraire du 426e Escadron de la 8e Escadre (Trenton) de 2004 à 2007.
Le juge Binnie prend sa retraite de la Cour suprême du Canada le 21 octobre 2011 et retourne au secteur privé. En 2012, il est nommé compagnon de l'Ordre du Canada.
