Fonds consists of textual material mainly in Diary format. Each entry is in numbered paragraphs and indexed by year. The entries are single spaced typed on onionskin paper and are bound in identified folders with approximately 500 pages per year. Each year is indexed. The diaries cover the period from 1969-1986 and consist of approximately 20,000 single spaced type written pages. In addition, there are handwritten notes from the Conference on Security and Cooperation in Europe (CSCE) in Madrid (1980-1983) - following the Helsinki Conference, at which Mr. Rogers represented Canada. Also in these boxes are the papers for the CSCE Conference on Human Rights, which was held in Ottawa in 1985 at which Mr. Rogers was Chairman. These papers include notes from sessions, speeches and planning meetings of the NATO countries.

The material documents personal notes from a Diplomat and High Public Servant serving in many countries in very interesting times for Canadian external relations after WWII and during the Cold War.

Rogers, Robert Louis, 1919-2002 : Robert Louis Rogers (1919-2002) volunteered for the Canadian Army in 1941 and joined the Lincoln & Welland Regiment as a Junior Officer. Active service in England, France, Belgium, Holland and Germany rising to the rank of Major and becoming the Adjutant of the Regiment, mentioned in dispatches. Mr. Rogers then became a career diplomat who joined the Department of External Affairs shortly after the World War II, and served with the Department until his retirement. During that time he had numerous foreign postings at different levels seniority including Ambassador to Israel (1965-1969), Deputy High Commissioner to Great Britain, Ambassador to Yugoslavia, Bulgaria and Romania (1972-1974), Director General for Asia and the Pacific, High Commissioner to India and Ambassador to Nepal (1977-1979), Ambassador to the Commission on Security and Cooperation in Europe (CSCE) in Madrid, and the organizer of the CSCE Conference on Human Rights in Ottawa.
