Allmand, Warren, 1932-2016 : Warren Allmand est né à Montréal en 1932. Il a fréquenté l'école dans un certain nombre de villes et a fait des études universitaires au Collège Loyola, à l'Université St. Francis-Xavier, à l'Université McGill et à l'Université de Paris. Il a été reçu au Barreau du Québec en 1958 et a pratiqué le droit jusqu'en 1965. Il a aussi oeuvré très activement dans plusieurs associations de la région de Notre-Dame-de-Grâce, à Montréal, en plus de siéger au bureau d'associations montréalaises et nationales de droit.
Ancien président de l'Association des jeunes libéraux de Notre-Dame-de-Grâce, il a été candidat libéral dans cette circonscription aux élections fédérales générales de 1965. Élu, il a défendu ce siège pour les libéraux pendant huit autres campagnes électorales successives (1968, 1972, 1974, 1979, 1980, 1984, 1988 et 1993), siégeant au Parlement jusqu'aux élections fédérales générales de 1997.
Une fois député, il s'est beaucoup intéressé au libéralisme international, devenant président de l'Association parlementaire canadienne pour le Fédéralisme mondial et membre de l'Union interparlementaire, de l'Association parlementaire du Commonwealth et de l'Association parlementaire canadienne de l'OTAN. Il a assisté à l'Assemblée générale des Nations Unies à titre d'observateur en 1967, en 1968 et en 1969 ainsi qu'à des conférences parlementaires en Europe.
Il a dirigé plusieurs portefeuilles ministériels, dont celui de Solliciteur général du Canada (1972-1976), celui des Affaires indiennes et du Nord Canada (1976-1977) et celui de la Consommation et des Affaires commerciales (1977-1979). Allmand s'est publiquement opposé au premier ministre Trudeau dans plusieurs domaines, dont la politique sur les Indiens, la politique en matière de langue française et la Charte canadienne des droits et libertés. Après le retour des libéraux au pouvoir en 1980, Allmand n'a plus jamais siégé au Cabinet.
Pendant plus de trois décennies au Parlement, Allmand a siégé à d'innombrables comités parlementaires en plus d'agir comme porte-parole officiel du parti dans plusieurs champs de responsabilité après la défaite libérale de 1984, notamment ceux de l'Emploi (1980-1984), du Contrôle des armements et Désarmement (1990-1992), des Langues officielles (1990-1992) et de l'Immigration (1992-1993).
À titre de député pendant les années 1980, M. Allmand a oeuvré très activement au sein du parlementarisme international, croyant qu'en s'organisant, les parlementaires pouvaient être une force pour le bien, en particulier au chapitre de la défense des droits internationaux de la personne dans les pays du tiers monde, en particulier en Amérique centrale et latine, alors aux prises avec des gouvernements autoritaires de droite. À la fin des années 1980 et au début des années 1990, Allmand a également poursuivi son combat pour l'unité canadienne en s'exprimant sur l'Accord du lac Meech, le Parti québécois et le référendum au Québec.
Fidèle à son engagement à l'égard des droits de la personne à l'étranger, Allmand a joué, après avoir quitté la politique, un rôle très actif au sein du Mouvement fédéraliste mondial et du Centre international des droits de la personne et du développement démocratique. Il a terminé sa carrière politique à titre de conseiller municipal de la Ville de Montréal.
Warren Allmand est décédé le 7 décembre 2016.
