This fonds consists of the professional and working documents made or collected by Frank Patrick Miller. It includes some biographical information, memoranda pertaining to the 5th UN Congress on the Prevention of Crime, reports, and memoranda files pertaining to the Parole Board and parole issues.

Miller, Frank Patrick, 1911-2000 : Frank Patrick Miller was born on August 17, 1911 in Victoria, B.C. He attended the University of British Columbia and Union College of British Columbia. He received a B.A. degree in History and Sociology in 1935. Miller began his career with the Northern Electric Company in 1937. He enlisted in the Royal Canadian Ordnance Corps (R.C.O.C.) in 1941 and retired at the rank of Captain in 1946. It was in the military that Miller had his first experiences with offenders. He later worked part time with the John Howard Society in B.C. In 1947 he was appointed as the first Classification Officer at Kingston Penitentiary and worked in this capacity until 1952. He then joined the Remission Service of the Department of Justice and in 1953 was appointed Assistant Director. In 1959 he was named a member of the newly founded National Parole Board and became its Executive Director and Secretary in 1965. He was a member of the Editorial Committee, Canadian Journal of Corrections; Chairman Committee on Records, Statistics, and Research, Canadian Corrections Association; Member, Executive Committee, Association of Paroling Authorizes, American Corrections Association. In 1972, Frank left the Parole Service and was appointed Canadian Coordinator to the Fifth United Nations Congress on the Prevention of Crime and the Treatment of Offenders. After his retirement from the Public Service in 1976, Miller acted as a consultant on international criminal justice and taught courses on criminology at the University of Ottawa. Frank Patrick Miller passed away February 8, 2000.
