This accession consists of files created and/or maintained by the Ministry of State for Economic Development or MSED (later re-titled as the Ministry of State for Economic and Regional Development, or MSERD). These files consist of horizontal policy initiatives related to Commercial Policy, Trade Negotiation Policy, Import Protection Policy, Export Promotion, and Export Financing.
Commercial Policy involves measures directly or indirectly affecting the competitive environment in domestic and foreign markets for Canadian producers, manufacturers, users and consumers through laws, regulations and programs related to the flow of goods and related services into and out of Canada, with specific files on: Duty Free Shops, the Canadian Commercial Corporation, Television Remission, and Restrictive Business Practices.
Trade Negotiation Policy covers bilateral and multilateral negotiations of an international framework to balance contractual rights and obligations covering tariffs and non-tariff barriers such as anti-dumping, subsidies/countervailing, government procurement, product and safety standards, imports and export licensing procedures and customs valuation within Canada. Conducts trades in Goods. Does not include auto trade, with specific files on: Trade, Hearings, Discussions & Meetings; the Interdepartmental Committee on International Investment Policy (ICIIP); Multilateral & Commodity Trade Arrangements & Negotiations; International Trading Environment in the 1980's; and, Preferential Tariffs.
Import Protection Policy covers measures which control the price and/or volume of goods and services entering the country (note: most measures are under federal jurisdiction although provincial agencies do exercise some control on particular goods).
Export Protection Policy covers measures designed to achieve improved access for Canadian goods to world markets within the framework established by trade negotiations, including a wide range of services and direct financial assistance to exporters. The field is closely related to manufacturing policy, and involves files related to: the Senior Committee on Export Development, and the Export Trade Development Board. Also includes files on Export Financing, with specific files on: Review of Export Financing Policy, Reference levels for Export Development Corporation, Polish ships, telephone equipment to Turkey, aircraft sales to Ethiopia, Astrakhan sour gas project, Mexico City metro, Northern Telecom bid in Japan, Candu reactor to Korea, Candu reactor to Mexico, Transportation Projects in Venezuela, and the Candu reactor to Romania.
