Mr. Evans started at the Defence Research Establishment in 1967, becoming the Mission Director for the Communications Technology Satellite which launched in 1976. In 1979, he transferred to the Ministry of State for Science and Technology. Mr. Evans participated in the negotiations with the United States for the participation of Canada in the new space station that the United States was developing, which would later become the International Space Station.
During the late 1980's, Mr. Evans was a member of the team responsible for the creation of the Canadian Space Agency, and on the creation of the Agency acted in the role of Vice-President of Operations.
In November of 1994, he was selected to be the new President of the Agency.
